  • I imagine such a situation which may explain the tense usage there: You've just been in a drugstore/chemist and got the prescribed medicine; next, at home, you open the medicine package and read the manufacturer's leaflet already prepared for you, hence the present perfect passive tense (note that there is no past point in time given here; a point which would compel the author of the leaflet to use the past tense form "was").
  • The usage of the present continuous "you are starting to take", here, means that the arranged/planned action of "taking the medicine" begins now (or around now) and will prolong for some (determined) time.
