Has been fitted vs was fitted

Today I saw the following in our lift at the hospital:

This lift has been fitted with induction loop.

if we replace "has been" with "was fitted" what would it mean? What is the main difference between "has been fitted vs was fitted"? Please explain to me the use of "has been" in the context?

Are they both passive?

This lift has been fitted with an induction loop.

"was fitted" is simple past passive. "has been fitted" is present perfect passive.

In this case "has been fitted" emphasises that a past action has present effect, i.e. that the loop is still fitted. For this reason it is preferable to "was fitted", though "is fitted" seems the simplest choice to me.
