has and has been

I am really confused between has and has been.
sometimes,they both sound correct.For example:

My phone has charged.
and
My phone has been charged.

These sentences are correct with the same meaning.
but sentences for example-
he has completed .
and
he has been completed.
these both are different.
Can anyone tell me the correct use please:-(

My phone has charged.(It is incorrect.)

My phone has been charged. (This sentence is correct.)

I have charged my phone. Hence, my phone has been charged.

He has completed. (He has completed his homework.)

He has been completed. (This is wrong.)
