Has

"Its delegate count has him reaching the quota thanks to a small number of the party's unbound delegates." (BBC website.)

Is "has" a causative one in the above?

Hi I'm not expert on grammatical analysis but I'd say, yes. If the delegate count means that he reaches the quota, then it causes that outcome. He has to reach the quota if that is so.
