"Harry Potter is/was written by J.K. Rowling."

Hello

When talking about books, should we use "is written by ~" or "was written by ~"?

E.g.
Harry Potter is/was written by J.K. Rowling.

Well, it depends on the fact you want to emphasize. If the fact is that book was written and referring to past - "was" should be your choice. If you want to say that the book is written and it is the fact that Rowling is a writer then "is" will do.
