Harry filled Ron in about the package

(from Harry Potter, "Halloween")

"To fill in" is "to replace", right? But in this context, the meaning is clearly different, something like "continuously tried to raise a topic" or something like that.

Why did Rowling use "to fill in " here? What is exact meaning of the phrase?
