Hardly~when/before ussage

Hi. I got a question crossing my mind out of the blue.

As far as I know, hardly~when/before is used with past perfect commonly.

But, can I use past simple instead of past perfect?

For example, "Hardly did the rain stop, when the sun came out."

This sentence is grammatically correct?
