Hardly looked

Hi,

Where she stopped the sign read: "Mne. Sofronie. Hair Goods of All Kinds." One flight up Della ran, and collected herself, panting. Madame, large, too white, chilly, hardly looked the "Sofronie."

What does 'hardly looked the "Sofronie"' mean? That Madame's not reminiscent of Sofronie (gipssy queen from Russia). Madame hardly looked in Della ("Sofronie") with her own eyes?
