Hardly ever does

Hello,

I'm not sure whb ether after hardly ever should the verb invert.

1) Students are in a rush to get to their classes, so, hardly ever does anybody wakeup in the morning to eat his breakfast.

2)The university plans to omit /remove/ eliminate the breakfast from the current meal plan.( which is proper in English.)
