Hardly?

Hi

Famine occurs when all the people in an area have hardly ----- food.

Which option should I choose for the blank and why? I know that "hardly" is used to emphasises negative meanings, but I'm not so sure.

1- no

2- ever

3- never

4- any

Any help is appreciated.
