Hard up

Hello,

You could always go out with Steve.’ ‘I'm not that hard up!’ What does hard up mean? 1) I don't care or 2) I'm not rigid.

The newspapers must be hard up for news if they've got to publish stories like that. Here '' hard up'' does mean the deficiency of news?
