hard to understand a bible verse

In John 12:40 (NIV), it says,
“He has blinded their eyes
and hardened their hearts,
so they can neither see with their eyes,
nor understand with their hearts,
nor turn—and I would heal them.”
I can't understand the grammatical structure of the last clause 'and I would heal them.' I think it should be 'and nor would I heal them.'
why is it the affirmative one instead of the negative one??
