Harassing Phone Calls

Would you please tell me, what that means? I guess it is phone calls for bothering, like ringing and hanging up. Or make a noise.

Harassing phone calls can be from another person who maliciously wants to bother you or can be taken by you as annoying because you do not want to get repeated phone calls from someone that is not of your liking. It goes beyond normal acceptable indifferences to the point of irking you.
