happens to be an "amateur electrician"

We are having problem in the fixing up of the IPS we bought a few days back. My colleague, who happens to be an "amateur electrician" / who knows a thing or two about electrical wearing, tried to fix it up but failed. Now looks like I am going to get a genuine electrician to do the job.

Are there any mistakes or rooms for improvement? Which of two choices highlighted above you think is better?

I don't know exactly what IPS stands for. What I know is IPS is a device we install to make uninterrupted power supply
when there is no electricity on the direct line.

Thank you all.

Can I say "a rookie technician"?

Usually, a rookie is enough.

A rookie is a step up from being a trainee or apprentice.
