Happen on/to Tanna

John Paton's first impressions of the people caused him great dismay. The people could not be trusted and could be very cruel ...But remembering the changes he had seen in the natives of Aneityum through the work of the missionariesthere, he hoped to see the same thing happen on Tanna (an island).

I wonder why it's "happen on Tanna" in the above rather than "happen to Tanna." Is it because Tanna is an island, not a person? Thanks.
