Handwritten Letter

In the process of being promoted at work, the first step is to submit a 'letter of interest' to the Human Resources Mangager. They require the letter to be handwritten. This seems odd to me. Aside from wanting to see my penmanship, (which I feel can be seen elsewhere in the interview process) does anyone know why they would require this? Is this common practice in the business world?
