Since handicap is also a noun.

And

No. Handicap as a noun refers to the disability itself.

I have a handicap.
I am handicapped.
That's the handicapped restroom.

Keep in mind, however, that the word and its forms are not generally politically correct these days. Some form of 'challenged' is usually used.
