Handed it out or handed it out to them

Hi. Please help. Do we need the part in bold to be correct for each of these?

1. He called out the names and handed out the assignments to them.
2. He said "hi" to them and handed out the food to them.

If we do, why don't we need an object pronoun for this? I think we don't need the pronoun "it" in the sentence below. For this, say that he doesn't understand the answer and wants the instructor to explain it once more.

Please explain (it?) one more time.

Only the ones who were called out were given assignments.
