Hand In or Pass Up

Students have to ______ the test paper in 5 minutes.

Ok, this is confusing...but hand in sounds more right, right?

Yes "hand in" is the answer here. However, "pass up" would not be wrong. It would just have a different meaning:
"pass up" can simply mean "to give something to someone higher up - literally (to a man on a ladder cleaning the windows) or figuratively (to your boss)
"pass up" is also a verbal phrase meaning "decline" or "do without".

I think 'Give-Up" suits here instead of using "pass up". Is this correct??
