Halls of Washington

Can you please write "halls" in other word? I can't understand to what they reffer thanks.

Today, unions are more important than ever to the survival of the middle class. Corporations have tremendous power over our lives, dictating everything from bathroom breaks to health care for millions of Americans. In the halls of Washington and state legislatures, their political power has allowed them to block increases in the minimum wage, roll back workplace protections, and deny workers their benefits.

It's a clear reference to the institutions of power located in Washington, DC (i.e the Congress and the White House).

Halls comes from hallway.

Out in the hallway(s) they talk, but not in public or official meetings. It means "secretly."
