Half way through

We can expect the cold weather to last until at least the end of the month if not half way through next month.

What does "if not half way through next month" mean here? Please advise.

Let's say that now is July. If we expect something to last half way through next month it means it's going to last until the middle of August.

We can expect the cold weather to last until at least the end of the month if not half way through next month.

"At least" stresses minimally and positively sure.

"If not" indicates a rather stong conclusion drawn.

They are saying: without a doubt, it will cold until the end of the month and undoubtedly/most probably half way through next month.
