Miss Dowd is an outstanding columnist for the NY Times. When she engages in a "psychoanalysis" of President Bush, however, she crosses the line from satire to nonsense. Well, I've been using it intentionally for several decades, as have many of my friends. So it's probably intentional.

It's close enough that the implication comes across but far enough away that it's apparent that you're making a pun rather than really saying "half-assed".
