Half the time and Half of the time

Does "half the time" mean sometimes, often, or very often? Sources say these different meanings and I am confused. Or, does it mean usually?

1) He does his tasks half the time.

2) He does his tasks in half the time.

Here, I think that "half the time" and "in half the time" have the same meaning, am I correct? And, which is better, the #1 or #2 or both?

I know the meaning of "half of the time" (it means "half of the period mentioned ör needed"), but I am confused about using "in" with it. Should I say "He did the task half of the time" or "He did the task in half of the time", or are the both ok?
