In the book "Parrot and Olivier in America" by Peter Carey that I am translating, Parrot was (by mistake) put in jail in New York. Here he meets another prisoner, whom he describes in the following way:
At this he stood, a big pale solitary fellow, with soft sloping shoulders and fair hair that was ruffled and thin and rather pecked at.
I don't understand how does a hair that is pecked at look like. Could you, please, explain it to me?
