Had vs Have?

Consider the following sentence:

When she began studies in the 1920s, scientists had only recently begun to consider genetics a field of study and accept the research of Gregor Mendel.

Why is it "had only recently begun"? Since "scientists" is plural, why isn't it "have only recently begun"?
