Had tried and had threatend

Russian authorities are investigating the death of an Orthodox priest and his family in a fire at their home.
Russian television reports said Andrei Nikolayev, his wife and three children died when his home in the Tver region was doused in petrol and set on fire.
Local police said the doors were locked from outside.
Media reports said the priest had complained to the police a few months ago that local alcoholics had tried to rob his church and had threatened him.

The Governor of Tver, Dmitry Zelenin, told reporters he would personally supervise the investigation into the suspected murders.

To write ' Media reports said the priest had complained to the police ...' is correct. This is indirect speech. I don't think this has some past perfect aspects.
To write ' ... a few months ago that local alcoholics had tried to rob his church and had threatened him ' is past perfect.
Would it be fine to write ' had tried and had threatened ' ?

Hi,

To write ' Media reports said the priest had complained to the police ...' is correct. This is indirect speech. I don't think this has some past perfect aspects. It seems like past perfect to me. Tense is tense. Do you think that past perfect used with indirect speech is not 'real' past perfect?
