Had them swung around/had them swing around?


"Before you hit that Hatfield kid," Al was saying, "I had talked the Board out of letting you go and even had them swung around to considering tenure..."
This is an excerpt from The Shining

I have looked up my grammar book but can't find such pattern as "have someone done".
Should the sentence be "had them swing around"?
If "have someone done" exists, how can I understand it and use it?
Thank you.

PS: What does "swing around" mean here? Turn around? Change their mind?
