Had sung vs. have sung

I want to know what the difference between these two phrases is, and if one is incorrect grammatically speaking.

I had sung.
I have sung.

obviously you could replace sung with jogged or possibly other past tense verbs and the question still remains. When do you use had vs. had when followed by a past tense verb?
