I read it as an adverb.

Hmm. I think of 'dead' as an adjective. It seems like an inversion of a direct object and its adjectival complement.

In that analysis ... shot two terrorists

I'd take it as an adjective too.

They were shot dead.

They were arrested alive.

Both "dead" and "alive" describe "they"- their condition after they were shot and arrested.
