I have attached my online bank statement to this email, and you will find that all my stays have been paid for and settled as I had/have previously stated.

Should I use the present perfect or past simple here? Will both work in this situation?

Why is it:

I have previously stated, when the statement was made in an earlier email? Shouldn't the past tense be used?

When we're talking about things that were said, or stated (the formal version of said), usually you want to point out that the statement has already been made; the information in it isn't new. Your example also does this. This claim contains an implication
