If I am talking about someone who is not living, and I talk about their sibling, who is themselves living, do I say they had OR have a (brother/sister)?

Joe is alive. Joe's older brother Bob died in an accident 10 years ago.

Joe had an older brother, Bob.
Bob is dead but he had a younger brother, Joe, who is still living.
