Had met? or met? or has met?

The manager is said to have arrived back from Paris where he ___ some European business partners.
A. would meet B. is meeting C. meets D. had met

I am sure D is correct. But I guess there are better ones, such as: met, or has met.
What do you teachers think of it, please?

'met' and 'has met' are also possible. Yes. I wouldn't guarantee that they are necessarily better, though. Just a little different.
