Thank you for your prompt service and as I had said that I would send in my credit card billing statement as soon as I see the amount posted to my statement. OR

Thank you for your prompt service and as I have said that I would send in my credit card billing statement as soon as I see the amount posted to my statement.

Should I use present perfect or past perfect here? Please give me an educational explanation if possible. Thank you.
