Had / had been /was

Mirroring the ideology of the WWF, had been that of The Conservation Foundation, which had such scientists as Charles Sutherland Elton as providing much support for Rachael Carson’s Silent Spring until the foundation had / had been /was merged with the WWF in 1990.

Which one is correct and why? I am thinking that had been and had is the correct conjugation to use. Thanks!

But the conservative foundation itself did not mirror their ideology. Their ideology did.

So maybe it would be better to say...

The ideology of the Conservative Foundation mirrored that of the WWF and included such scientists as Charles Sutherland Elton. It provided much support for the conclusions of Rachael Carson’s Silent Spring until it merged with the WWF in 1990.
