"Had" followed with present simple

Dear teachers,

How do I understand the meaning in the sentence highlighted in RED? (Had followed with present simple)

Mr William Tan was the first person in China to own the first generation touch-screen iPhone after its US launch. He had his friends there buy seven units -- at $2,500 each -- on the first day of sale.
(does it mean " He asked his friends to buy seven units of iPhone for him?" or "He made his friends buy seven units of iPhone for themselves?")

I've learned when sentences are written like these:
A). He has his house painted (someone else has painted his house) = causative
B). He had his house painted (someone else had painted his house) = causative
