Had finished vs was finished

Hello,

I have a doubt that I can't clarify by my myself:

1.When I arrived the meeting had already finished.

2.When I arrived the meeting was already finished.

I know that the first one is grammatically correct, but I'm wondering why the second one can't be too. Can we consider the second one a kind of passive sentence without an agent?
