had dressed VS were dressed

Hi everyone, I would like to know what's the difference between the usage of the verb 'dress' in sentences (a) and (b).

Is the verb 'had dressed' in sentence (a) active, in past perfect tense, while the verb 'were dressed' in sentence (b) passive, in simple past tense?

(a) I saw that our class teacher had dressed himself as a funny monster in the Halloween party.
