Had better and should

I would like to ask about " Had better " and "Should". In English grammar book, it says I had better do something = it is advisable to do it. If I don't do it, there will be a problem or danger.

ex. When people are driving, they ..... keep their eyes on the road.
I answered had better because I think that if we don't keep eyes on the road, it could be an accident but it was incorrect. The answer is should.
Why do we use "Should" instead of "had better" in this case ?
