Had been use

  • He had been in prison from 1900 to 1914.

I think the use of "had been" in the above seems wrong to me as the time is mentioned. Should it not be "was"?

Only the present perfect (the tense with has or have) is subject to the rule "Don't mention the time!"

The past perfect (the tense with had) is not governed by such a rule.
