Mr. A : I don't know how to improve my English and I am very frustrated thinking of it. Would you suggest me some solutions to it?

Mr. B : I too had been the same problem before I was here (in this forum).

Can I use past perfect "had had the same problem" in this context as I anonymous suggested?

You can, but it doesn't sound as fluent.
