Paul arrived at 6 PM

When Paul arrived home it had been raining for 3 hours. (Was it raining when he arrived home? or Had it been raining only from 3 o'clock to 5:59? or maybe it had recently stopped raining.)
When Paul arrived home it had been raining . (it wasn't raining when he arrived home but it was raining before)
When Paul arrived home it had rained for 3 hours. (it wasn't raining anymore or was it still raining)
