Had Been and Have Been

Alright, I know there are plenty of topics related on this subject but I don't seem to get it.

How it's correct
"Since I have been inducted to the Police Department..."
or
"Since I had been inducted to the Police Department...."

Which one and why?

It's a question of reference to time. Since I have been inducted to the police department, there has been an increase in the number of arrests made. [ I'm still in the department, and the number of arrests is still increasing.

It's a question of reference to time.
Since I have been inducted to the police department, there has been an increase in the number of arrests made. [ I'm still in the department, and the number of arrests is still increasing. ]
Since I had been inducted to the police department, there was an increase of crime but a decrease in the number of arrests (and that's why I left.)
