1. The variety and scope of conceptual models is due to the variety of purposes had by the people using them.
2. The variety and scope of conceptual models is because the people using them have the variety of purposes.
I'd like to know whether I can rephrase #1 to #2.

It's mostly a good idea to avoid "is because."
