He had refused to tell his budget at the time when I asked his approximated budget him. is this sentence correct grammatically?  Is has suitable here?

Is and has are auxiliary verbs. You cannot use them together! You must have a subject in the sentence.

What was the guy going to tell his budget? "Hey budget, you are not adequate today!"
In my experience, budgets don't listen very well. You can't tell them anything.

You could say:

He had refused to tell his manager that the budget was not enough to finish the project.  He started the project anyway.

2. when I asked his approximated budget him.

This makes no sense.

You cannot ask a budget anything. It will not answer you.

"Approximated" is not a good word.

Please try to make a good sentence out of these two parts..
