Oh, for a life on the beach! Where the clean fresh air invigorates; where each morning, the shore, washed clean overnight by the tide, looks wonderfully new; where acquantances meet on the sand, become inseperable companions for a few heady hours, and are then lost forever at going-home time...and the rich aroma of salt, fish and gull droppings remain the only constant.

Could you please explain to me the emboldened parts?

I know "gull" is a sea bird and "dropping" is faeces of those birds, but no idea what "gull droppings remain the only constant" could mean. Similarly, "a pockets of" as well.

A "constant" is something you can always depend on. The droppings are always there.

A "pocket" of something is a small amount here and there. Here, the clouds do not fill the skies completely. Likewise: in every neighborhood in my city, no matter how expensive, there are pockets of run-down, unattractive homes.

Does that mean "We can always expect rich aroma of salt, fish and gull droppings whenever you visit the locale"?
I also wonder, then why it's "only constant", why not just a "constant".

Moreover, I also guessed "off the west coast" means "near the west coast" in this context. Please correct me if I'm wrong.

Does that mean "We can always expect rich aroma of salt, fish and gull droppings whenever you visit the locale"? Sorry! I looked at just the bolded phrase, so the aroma of all those things would be the only constant. It is used in a special way here, without the article.
