Growth use/Growing use?

Please look at this question.

"Given the _______use of mobile phones, investors are investing in telecommunication sector throughout the world."

1) growth 2)grow 3) grown 4) growing.

The correct answer is (1) growth. I think it has to be "(4)growing. Can't I use "growing" there?

And one more, Can't we use the article "the" together with "gerund"?
