grow or growing?

Hi teachers. I have a questions about choosing 'grow' or 'growing' with the sentence below. I've googled 'to be seen growing' and 'to be seen grow' then i knew that it is a common use of 'to be seen growing,' but I don't know why. Thanks.

Since the residents are forever dancing and racing there, not a blade of grass is to be [grow/growing] on the boulevard.
