Groups in comparison

Hello,

The Comparison With the superlative degree of the adjective, the one who is compared is included in the group and compared with all the others. The definite article is used with an of-phrase following

1. Della is the most efficient of all the publishers in the office.

I am not able to understand it.

Here, in the above sentence 'Della' is compared with 'all the publishers' in which she is also a member.

How is 'Della' separated from ' all the publishers'?

In comparison using 'than', the person or the thing compared is put into a separate set and then compared with the others.

1. X is stronger than all the other boys in the class.

It make sense that 'x' is compared with 'all the other boys' in which the 'x' is not there.

In case of the superlative we put 'x' in the group and compare 'x' which
