Ground Floor vs First Floor

I work at a Resort in the Caribbean and depending on where my guests are coming from, it is difficult to understand when they say a suite on the first floor or on the ground floor. Some people refer to the first floor as the ground floor and others refer to it as the floor above ground. My question...which one is correct?
