Greater than or more than?

What's the difference between the phrases " the apparatus with a mass not greater than 47 kg" and the "the apparatus with a mass not more than 47 kg"?
Does the former mean the mass of apparatus is <=47kg? and the latter means the mass is <47kg? Am I right?

No, they have the same meaning, Soochu (and I love that name!)

So the "not greater than 47kg" means <=47kg, not <47kg. Right?

Ya I'd suppose so since not greater than refers to a value less or equal to something.

Yes, sorry I was not more clear:

Both 'not greater than' and 'not more than' mean 'less than or equal to'.
